Art. 1 - Organization
The event 60° Gran Premio Palio del Recioto is organized by Valpolicella Best ssdrl - Company Code 03A3240 - Via IV Novembre n° 7 - 37024 Negrar (VR) - Tel. +39 340 129 0530 - Email teams@paliodelrecioto.com. The race will take place according to UCI regulations on Tuesday, April 11, 2023 in Negrar di Valpolicella (VR). Responsible for the event: Franco Costantino - FCI membership card n. Art. 2 - Type of competition - Participation
In accordance with art. 2.1.005 of the UCI regulations, the race is open to the following sports groups: Italian UCI Pro teams, foreign UCI Pro teams (Max 2), UCI continental teams, UCI cyclo-cross Pro teams, national teams, regional teams and club teams. The maximum number of teams is 44. The race is by invitation, reserved for athletes in Under 23 categories and is included in the UCI Europe Tour calendar class 1.2 MU. Entries are made by bulletin of engagement according to article 2.1.005 UCI regulations. Teams are composed of maximum 4 and minimum 4 athletes. For the eventual participation allowance (board, lodging, reimbursement of expenses) the conditions reported in the engagement bulletin apply. Scores will be assigned according to UCI regulations: 30; 25; 20; 15; 10; 5; 3; 1; 1; 1.
Art. 3 - Documentation for approval
The race will take place on the route illustrated in the following attached documents:
- Altimetry profile;
- Planimetry;
- Time/Kilometre table;
- Altimetry;
- Altimetry , planimetry and description of the last three kilometers;
- Indication of the car deviation zone;
- Declaration of the Director of Organization and Vice Director;
- Written communication of the dislocation of hospitals or first aid centers along the entire route;
- Planimetry of the departure and arrival zone with indication of the jury's seat, anti-doping control, secretariat, press room, organization direction.
Art. 4 - Registration
After notification of participation, entries must be confirmed with a registration form to the Company Valpolicella Best ssdrl, Via IV Novembre, 7 - Cap 37024 Negrar (VR) - Tel. +39 340 129 0530, and email teams@paliodelrecioto.com within 20 days from the beginning of the event.
The team, 72 hours before the race, must confirm the names of the titular runners and the 2 reserves.
Art. 5 - Race Headquarters - Secretariat
Secretariat opening: 10.00 a.m. on April 10, 2023 at Hotel Gardesano, via Pastrengo 68, Bussolengo (VR). Licence check: it will take place on April 10th 2023 from 19.00 to 21.30 at Hotel Gardesano, via Pastrengo 68 - Bussolengo (VR). Race Quarter: on April 11, 2023, from 15,30 at Scuola Elementare di Negrar in via Cavalieri di V. Veneto (100 mt after the finish line).
Art. 6 - Technical meeting art. 1.2.087 of UCI regulations
The technical meeting with the Organization Director, the Board of Commissioners, the Sports Directors, obliged to participate personally, and the representative of the STF will be held on April 11, 2023 at 9.00 a.m. by Cantina Valpolicella in via Ca' Salgari, 2 - Negrar (VR).
Art. 7 - "Race Safety" Meeting
The meeting between the Race Director, the Board of Jury, the Traffic Police, the Drivers, the Technical Escorts, the Motostaffette, the Photographers and the TV Operators with the TV Production Manager in charge of the race convoy will be held at 10.00 a.m. on 11 April 2023 at Auditorium Cantina Vallpolicella in via Ca' Salgari, 2 - Negrar (VR).
Art. 8 - Starting Operations
The presentation / roll-call of teams and athletes will take place in Negrar di Valpolicella from 12.00 and must end 10 minutes before the start. The start is set at 13.30 in Negrar di Valpolicella in Viale della Rimembranza.
Art. 9 - Departure Meeting
The start meeting is fixed in Negrar, Viale Mazzini at 12,00 a.m. of April 11th 2023. The unofficial departure is set at 13.30 in Negrar, Viale Mazzini and the official departure, after a tourist transfer of 3.800 km in Santa Maria at 13.40.
Art. 10 - Radio race
Only authorized cars can follow the race, equipped with radio equipment capable of receiving "radio race" in Italian and French or English on VHF 149.850, and equipped with a marker.
Art. 11 - Neutral Technical Assistance
The technical assistance service to the competitors will be carried out by 3 wheel-changing cars duly prepared by the organization, also equipped with 3 bicycles, and carried out by the "Team FSA" group. It is authorized to change the wheel by motorcycle.
Art. 12 - Feeding
Feeding is allowed starting from the 30th kilometer and up to 20 kilometers from the finish, by people on foot or by authorized moving vehicles following the race. There is no fixed refuelling.
Art. 13 - Level crossings
There are no level crossings.
Art. 14 - Maximum time
As provided for by art. 2.3.039 of the U.C.I. regulations, the maximum time is set at 8% of the winner's time. The maximum time will be increased by the Board of Commissioners, in the presence of exceptional circumstances, after consultation with the organizer.
Art. 15 - Classifications
Only the individual ranking is foreseen. Any other rankings will be brought to your attention with a direction release.
Art. 16 - Prizes
The total amount of the prizes of the event, based on the ceiling established by the UCI-FCI of € 5,932.00 as per the attached table, will be paid to the A.C.C.P.I. (Runners Association). Possible extra ranking prizes and the assignment modalities in case of parity will be communicated with a direction release. All prizes will be subject to the tax provisions in force in Italy.
Art. 17 - Anti-doping control
Anti-doping control will be carried out at Scuola Elementare di Negrar in via Cavalieri di V. Veneto (100 mt after the finish line) and it will be done according to Italian State rules and according to UCI regulations.
Art. 18 - Protocol Ceremony
According to what reported in the UCI regulations - art. 1.2.112, the first 3 classified of the race have to present themselves at the ceremonial ceremony, 10 minutes after the arrival, in the space regularly indicated.
Art. 19 - Penalties
The penalties applied for race facts are those provided for by the UCI reg. 2.12.007.
Art. 20 - Medical service
It will be carried out by 2 ambulances and a doctor of the race, designated by Croce Bianca Verona. The hospitals along the route are: Ospedale Sacro Cuore Don Calabria - Via Don Sempreboni, 5 - Negrar - Tel. 045.6013111 - 6013222.
Art. 21 - Ecology
In accordance with the ecological campaign advocated by the UCI and in order not to disperse in the nature the material is appealed to the civic sense of the participants in order not to throw waste along the road, but to dispose of it in the green area where a company responsible for the need will provide for its collection.
Art. 22 - Road rule and Liability
The competition is duly authorized by the competent authorities with corresponding temporary suspension of traffic in the section of the route between the car indicating "Start of Cycling Race" and the car indicating "End of Cycling Race."
Only persons accredited at the time of collecting the badges from the owner of the respective vehicle may follow the race. Any changes or additions must be notified to the Organization Director.
Participating runners and drivers of all officially accredited vehicles following the race are required to strictly observe the Highway Code according to the provisions of the Organization Directorate. Persons who do not have functions recognized by the Organizer may not follow the race.
No liability of any kind can be attributed to the Organizing Body for damages resulting from accidents occurring before, during and after the race to spectators and persons in general, even if unrelated to the event itself, in dependence of actions not put in place by the Organizer itself.
The Sports Directors are the responsible for the athletes and team members, officially communicated to the organization, at the time of accreditation.
Art. 23 - Composition of the Jury Panel
The panel of judges is composed of: President: SREŠ Nevenka; the other members of the panel of judges will be designated by FCI.
Art. 24 - Referral rules
For anything not covered by the Board of Commissioners will apply the UCI regulations and the laws of the Italian State as applicable.
